It adds the remote control driver and corresponding keymap file for
IRDEC block found on ZTE ZX family SoCs.

This case is RC_TYPE_NEC32, that could be supported too. That would make
the dev member of zx_irdec structure unnecessary.

NECX has a 16 bit address; only 8 bits are passed here.
